How to start Steam in Offline Mode?
My internet connection is very unreliable, sometimes with hours of down time on a bad night, so if I didn't close Steam in Offline Mode (I don't always want to be Offline) then it tries to connect the next time I start Civ V -
which takes a really long time for it to timeout, try again, timeout, and give up to finally let me into Steam without an internet connection. Nevermind. Last few times this happened it wouldn't even "give up" and go offline. Which means that when my cable's out I can't play Civ V, even in single-player.
So: is there a way to make a Steam shortcut that starts in Offline Mode, in case this happens again after an online session?

I leave Steam offline all the time. Aside from making startup quicker it also stops it from downloading any patches, which are invariably screwed up anyway and have to be followed up later by a hotfix. It saves a lot of hassle just putting it back online and getting everything patched and fixed in one go and then going back offline again.
Then is there a way to get rid of the "Steam is currently in Offline Mode. Go Online?" prompt the next time Steam starts?

1 is important because if the last time I played was online then the next time I play (and my internet is out) then I have to go through timeout-try-again-timeout-forced-offline-start. 2 would be nice because otherwise Steam waits until I click an extra prompt before starting itself and launching the game.
Updated opening post. As an addendum, even though this should be an issue for Steam tech support, they have chosen to simply close my tickets.
