Update - running Steam in offline mode does allow for saved game loading. Everything works fine until you exit to windows and then the program crashes.
Did you verify steam cache or game cache? Two different things.
Does it crash when you attempt to enter the load menu or when you've selected a save game and are then clicking the load button?
Steam's "verify integrity of game cache"

It's just the default that's created when the game is installed

I experiemented last night based on some information in other posts and I can get it to work correctly to allow for clicking on the "Load" button (and not crashing) by turning ON Steam Cloud but it will still crash on exiting the game. If I turn off Steam Cloud the game crashes immediately on pressing the "Load" button.
